Shenyang Normal University, initially founded in 1951 as the Northeastern Education College, has a rich history marked by several name changes. It was renamed Shenyang Teacher's College in 1953, followed by a change to Liaoning First Teachers' College in 1965, and later reverted to Shenyang Teacher's College in 1978. The institution adopted its current name in 2001 following the merger of Shenyang Teacher's College with Liaoning Educational College. Operating as a non-profit institution, it has grown significantly over the years.

Today, the university is composed of 18 distinct colleges, which are further segmented into 30 departments. These include notable centers such as the Liaoning Provincial Basic Education Teaching Research Training Center and the College of Educational Science. Other significant colleges include the Science and Information Software College, the International Commercial College, the Information Technology College, the Foreign Language College, the College of Arts and Design, and the Dramatic Arts College. In terms of academic offerings, the university provides 47 undergraduate programs and 31 postgraduate programs.
